Sam Lowry, a low-level bureaucrat, gets away from the monotony of his daily life by daydreaming that he is a good hero who saves a beautiful damsel in distress. He meets the woman from his daydream while looking into a case that led to the wrong man being arrested and killed instead of the wanted terrorist Harry Tuttle. In trying to help her, he gets caught in a web of mistaken identities, mindless bureaucracy, and lies.
