In a Po Valley village where the ground is hard and living is rough, the priest and the communist mayor are always vying for control of the community. Even though they secretly appreciated and liked each other, politics continued to divide them, as it does the country. The priest wants his "Garden City" for the poor whilst the mayor wants his "People's House." There are divisions between the wealthy and the poor, believers and nonbelievers, and even lovers. However, even if the people are as tough as the land, they are kind at heart.
