After suffering yet another devastating blow at the hands of terrorists, the United States of America establishes a stringent government surveillance program in which each and every camera in the nation is connected to a single, all-encompassing network known as the ODIN system (for Optical Defense Intelligence Network). The system is comprised of millions of mobile, robotic surveillance cameras that are collectively referred to as "Eyeborgs." These "Eyeborgs" keep an eye on everyone in the interest of security, law enforcement, and maintaining the safety of the United States of America. After a string of strange killings in which the physical evidence doesn't line up to what the video recordings show, a Department of Homeland Security agent develops a skepticism about the system. Now he is required to operate independently of the system in order to discover who is in actual charge of the Eyeborgs.
