Mr. Alexander, a mob kingpin played by Steven Seagal, is an old-school boss who rules his criminal empire with nobility and brutality. Roman Hurst, his greatest enforcer and protégé, is dispatched for a straightforward prison hit (Foster). When the hit fails, Hurst is forced to pay the price of his failure: exile from the city he nearly ruled. However, a battle for the city's soul is building between Alexander, a cold-blooded criminal known as "The Iceman" (Rhames), and a ruthless Mexican cartel.
