2027, one year after the fourth non-nuclear war ends. New Port City is still recovering from the war when a self-propelled mine bombs it. Then a military member involved in bribery is killed. Daisuke Aramaki of the Public Security Section meets Motoko Kusanagi, a cyborg wizard-level hacker assigned to the 501st Secret Unit. Batou, the "eye that never sleeps," suspects Kusanagi of the bombing. Detective Togusa of the Niihama Prefectural Police is investigating both deaths. Kurutsu and cyborg agents keep an eye on Motoko.
