Hell Comes to Frogtown
In the story, "Hell" is what the hero's name is. A nuclear/biological war has made him a prisoner of the women who now run the United States, so they don't let him go. Following the war, mutants have evolved and the human race is at risk of extinction because it can't have children. When the mutant leader takes a group of fertile women into his harem, Hell is called in to help (resembling a frog). Hell can't get away because he has a bomb attached to his private parts that will go off if he gets too far from his guard.
