General So, Canton's illiterate general, promotes a carefree, materialistic existence centered around sex and cash. When it comes to following him, Chan (Stephen Chow) is the most loyal. Chan travels to Peking to take the national examinations for Martial Arts Scholar in order to win the heart of a woman. On the physical test, Chan wins, but he is disqualified from the competition after cheating on the written exam. Chan is made a beggar by the Emperor. With some help from a mystic, Chan manages to accept the title of King of the Beggars Association. Chan rescues the Emperor from a terrible warlord in the Emperor's entourage while gaining the respect of the beggars in the process.
