He is an FBI agent in San Diego, and his partner was killed by a Soviet spy named Scuba, who is still at large. If the Soviets want money, Scuba is killing their agents one by one, even "sleepers," who are agents who are in deep cover and waiting for orders. Roy talks to a high school student, Jeff Grant, who wants to go to the Air Force Academy. Roy finds out that Jeff's parents are sleepers when he does a background check. See if Jeff is also a spy, talk to the parents but protect them, and catch his enemy. There are also the Soviets. They've sent a spy-catcher named Karpov to try to catch Scuba. It's cat and mouse.
