In 1968, designer Giorgio Rosa developed the independent state called "The Island of Roses" off the coastline of Rimini, improved a system outside the territorial waters, with Esperanto as the official language. The Italian authorities did not take it well due to the fact that the micronation was seen as a prudent to not pay tax obligations on the revenues gotten thanks to the arrival of various vacationers as well as curious people.
