When mysterious foreign entrepreneurs appear with plans to demolish Treasure Town and replace it with an amusement park, Black and White face their most formidable foes yet. It is up to the destructive Black to save the city's fate, and it is up to the gentle White to rescue Black from his own dark nature. Black and White, literally high-flying urchins, look to protect their turf from invasion by other gangs on the streets of an unnamed city. White, while tough in a fight or with a weapon, is an 11-year-old who can't even dress himself. Black, who is a little older, is more worldly and treats his buddy with paternal love. Both consider their city to be "our town." Suzuki, aka the Rat, a world-weary yakuza leader, is also prone to viewing the city as his property. Suzuki plans his return, much to the chagrin of local cops, because he believes the town has become too peaceful.
