After quitting the LAPD due to a botched operation, Ray Owens is now the sheriff of the sleepy border town of Sommerton Junction in the United States. In an attempt to stop them from crossing the border into Canada, the police are gearing up for a last ditch effort to apprehend a notorious drug lord and his gang who have escaped from the FBI. Owens first refuses to assist the authorities, but he eventually does so.
