Four boys from a small town are taken by James Whitley, a psychopath with warm eyes. His horrible plan to reunite orphaned children with their dead birth parents is stopped when the boys escape and he is arrested. Fifteen years later, Whitley escapes during a prison fire and decides to finish his mission. Detective Larson, who was once Whitley's victim, is taken off the case because he can't be fair, so his partner and lover, Detective Shotwell, has to solve the case. Detective Larson goes after the persistent psychopath on his own because he is angry and wants a chance to make things right. Unfortunately, he falls back into the same trap he escaped as a child.
