At some point in the far technological future, civilization has evolved to its ultimate Net-based form. Because of a "infection" that occurred in the past, the automated systems have become out of control, resulting in a multi-leveled city structure that duplicates itself indefinitely in all directions. Now that humanity has lost access to the city's controls, it is being hunted down and exterminated by the Safeguard, a defense system that protects the city. A small enclave of people known as the Electro-Fishers lives in a remote section of the city, where they are threatened by the Safeguard and have run out of food. As Zuru embarks on a quest to acquire food for her town, an observation tower detects her presence and summons a Safeguard pack to neutralize the threat. Zuru is unaware that she has accidentally brought her village to its end. Because she has lost all of her allies and all of her escape routes have been closed off, the only thing that can save her is the unexpected entrance of Killy the Wanderer, who is on a search for the Net Terminal Genes, which will be the key to restoring order to the universe.
