Jody Ann Howells, a survivor of the Still Rivers Massacre who now works in Bail Enforcement, is on the hunt for her latest perp, a young woman on the run after being discovered at the scene of a gruesome murder, a young woman who may be linked to her past. As Howells draws in on her, she learns that the killer she confronted all those years ago is still alive and well, and he's set his sights on a family on a cross-country road trip, but he's not alone this time.
