He goes to work at an American Embassy in the Middle East. However, because of the Ambassador's "enlightened" views, the marine security detachment he is in charge of is very limited in what they can do and where they can be so as not to anger the host government. There is little resistance from other people when terrorists try to break into the compound, so they can take hostages and flee with little trouble. It doesn't matter if the Ambassador says not to do that, or if Burns doesn't follow the rules. He becomes a one-man army in a bid to rescue the hostages and get rid of the terrorists.
