There is little resistance from other people when terrorists try to break into the compound, so they can take hostages and flee with little trouble. It doesn't matter if the Ambassador says not to do that, or if Burns doesn't follow the rules. He becomes a one-man army in a bid to rescue the hostages and get rid of the terrorists.
