Star Chow (Stephen Chow) is a police officer in the elite Special Duties Unit of the Royal Hong Kong Police (SDU). While in conversation with his superior officer, Inspector Yip (Deanie Ip), Star jokes that he would like to be transferred to the traffic section. Star is reduced to the rank of Constable, and he is assigned to traffic enforcement duties on the streets of Hong Kong. Star resigns from the police department after being made the scapegoat in a botched high school terrorist investigation. He decides to enroll in high school in order to start his own private investigative business. However, when Star sees that the stupid, incompetent CID detective Tat (Ng Man Tat) is also working undercover at the high school, he realizes that the investigation will be difficult.
