Honesty is the only way. An undercover cop joins the fight against gang violence in downtown Washington, D.C. A young man is freed from prison and determined to start over. With no prospects in sight, he is drawn back into his only world...crime. He reconnects with his ex-best friend who has "made it big" as a drug dealer while in prison. But what starts out as a cooperation to get them both out of the projects quickly goes sour when money gets involved. As loyalties are split, fury and violence erupt, demolishing all obstacles. To end the unnecessary fatalities, police lieutenant Redding (Morgan Freeman) must take matters into his own hands.
