Italian town of Montelusa, Sicily, 1877. Giovanni Bovara, the mills' new chief inspector, is tasked with the responsibility of collecting a punitive tax. By birth a Sicilian, but adopted a Ligurian, he thinks and speaks like a northern Italian and is unaware of the dynamics of the code of silence that govern the Sicilian land, thus his intransigence soon earns him several enemies.
