As part of the Warlords Period in the 1920s, notorious bandit chief Zhang makes his way into an isolated Chinese province, pretending to be its new mayor, a position he has stolen from Old Tang, who was himself a small-time imposter. With his sights set on acquiring quick money, Zhang quickly meets his match in the dictatorial local gentry Huang, resulting in a vicious duel of wits and violence that ends in Zhang's death.
