Ching is incarcerated in a Hong Kong jail that houses a sizable number of people from the People's Republic of China. To visit his orphaned kid, Ching flees to the orphanage. Even though he turns himself in to security officials, the angry Zau arranges to have Ching falsely accused by the Mainland gang, lead by the charming Dragon. While on the run together, Dragon and Ching become a close friendship. In order to save his own skin from the mainlanders, Ching sets out a riot after being recaptured. Skull and Zau were responsible for Ching's incarceration, which he retribute in the midst of the pandemonium.
