In the year 2116, the Japanese government starts exporting the Sibyl System unmanned drone robots to countries that are in trouble. The system spreads around the world. In the middle of a civil war, SEAUn (the South East Asia Union) brings in the Sibyl System to see if it will work. For now, the coastal town of Shambala Float is safe and peaceful because of the new rules. But then SEAUn sends terrorists to Japan, which makes things even worse. In this way, they get through the Sibyl System and then attack from inside the system itself. There is a certain man's shadow over this event. Tsunemori is in charge of the police, so he goes to Shambala Float to look into it. On this new foundation, the truth about justice will become obvious.
