Police detective Sean Riley is struggling to come to terms with the death of his young son and the abandonment of his wife in lawless New Orleans, which has been devastated by a storm. Faced with being fired from the department, Riley teams up with a young police officer named Will Ganz to solve a series of brutal murders that have turned the city into a major gang war.
