When Spud Milton reaches the age of majority in 1991, his long journey toward manhood is still progressing at an unnervingly sluggish pace. Spud is approaching the ripe old age of fifteen and has yet to witness the much-anticipated ball-drop. He is coming to terms with the possibility that he is a freak of nature, and he is not alone. With a mother who is hell-bent on emigrating, a father who makes a living selling homemade moonshine, and an insane grandmother known as Wombat, the new year seemed to hold nothing but tremendous shame and more mortifying Milton craziness. Spud, on the other hand, is returning to boarding school, where he is no longer the youngest or the tiniest in his class.. One of his dormmates, known as the Crazy Eight, has acquired an interesting new member, and his house has acquired a new group of first-year students (the Normal Seven). But if Spud expects his second year to be a piece of cake, he's in for a big surprise.
