Careless authorities examiner Sai Gau (Zhang Jin) is on a goal to punish criminal Shing's (Shawn Yue) gold smuggling scheme, yet falls short to detain him. As Sai Gau continues his manhunt, he uncovers Shing's participation with set of three boss Blackie (Yasuaki Kurata), that hides on a gambling enterprise cruise liner on the high seas. Shing has actually been associated with a power battle within the contraband ring, and is required to kill his adopted daddy. He also loses his share of gold contraband to Blackie.
