Stanley Goodspeed, an expert on chemical warfare for the FBI, and John Patrick Mason, a former spy for the United Kingdom, are given a top priority assignment to thwart General Francis X. Hummel's plan to launch chemical weapons from Alcatraz Island into San Francisco. General Hummel is requesting that the families of military members who were killed in clandestine operations be compensated with a total of one hundred million dollars as war reparations. After the rest of their SEAL squad was eliminated, it was up to Stanley and John to handle the soldiers on their own.
