When a vehicle bomb explodes on the U.S. side of the U.S.-Mexico border, the Mexican drug enforcement agent Miguel Vargas and the American police captain Hank Quinlan begin their investigation. When Vargas becomes suspicious that Quinlan and his shady partner, Menzies, are planting evidence to frame an innocent man, his inquiries into their apparent corruption swiftly put him and his new bride Susie in danger.
