Burn the Witch

Historically, dragons have been responsible for 72 percent of all deaths in London, despite the fact that the majority of the population is unaware of their existence. While most people are unaware, some people have stood up to these dragons. Only residents of Reverse London, who live on London's hidden "reverse" side, can see the dragons. Even so, only a select few become qualified enough to make direct contact with them as witches or wizards. The story's protagonists are the witches Noel Niihashi and Ninny Spangcole. They work as protection agents for Wing Bind (WB), a dragon conservation and management organization. Their mission is to protect and manage the dragons on behalf of the people in London.
